Civic Diplomacy in Hungary for the Peace in Ukraine and Europe
In a civic diplomacy note verbal handed over on Friday 20 March to the Ambassador of Ukraine in Budapest, the Hungarian Peace Community’s 18 social and political organisations have expressed their disapproval with the War Policy of the Ukrainian Government, and they have called Kiev not to put in danger the Peace of other european countries by inciting to the escalation of the ukrainian conflict to between NATO and Russia. The civic note, delivered by Endre Simó and László Petráss considers as revolting the detention and incrimination with High Treason of ukrainian journalist Ruslan Kotsaba because his opinion of „fratricide war” of ukrainian army against Eastern Ukraine and his will for Peace. „The policy of the ukrainian government does not serve the peaceful solution, it is in opposition with the ’european values’, the Rights of Freedom of the Peoples and the Human Rights which Kiev is refering to. Hungary does not want to be involved into a War with Russia because the abortive policy of Kiev” - the document says.
Assuring his support for the „Opening to East” policy of the hungarian government, the Hungarian Peace Community has asked Ukraine to acquaint itself with the betwixt geografical and geoplitical position of the country and to mould the policy in conformity. Civilians define inadmissible, that ukrainian leadership has turned the back to the 21 February 2014 agreement on a national coalition and the federal constitutional reform of the country signed by all the ukrainian political sides, and now refusing also to accomplish the Minsk agreement of 12 February 2015 regarding the carrying out of a constitutional reform in Ukraine with a new constitution entering into force by the end of 2015 providing for decentralization as a key element (including a reference to the specificities of certain areas in the Donetsk and Luhansk regions, agreed with the representatives of these areas), as well as adopting permanent legislation on the special status of certain areas of the Donetsk and Luhansk regions in line with measures as set out in the footnote until the end of 2015.
At the opinion of the Peace Community of Hungary, the „european values” as well as the just and lasting Peace do require the recognition and the guarantee of the Rights to Autonomy of all Nations and National Minorities composing Ukraine, up to the acknowledgement of their right to Self-determination instead of imposing by force the „unified Nation State” conception of Kiev government.
Finally they call Ukraine to be neutral and promove by this the building up on new basis of the european cooperation and security system, with the full right participation of Russia.+++
